N930W8 using N930P Userdebug.tar/root.. Missing Hotspot??

Can someone please help me?

There is NO hotspot option anywhere on the phone, hotspot apps (including galaxytools) do not work.

Mobile data WORKS after setting APN (im using Wind Mobile).

Is it possible to flash XAC / GLE CSC on a "Sprint" phone?
